cant change refresh....HELP!!!

Radeon 8500....all was fine untill i tried to install new drivers....after i did, i could change the refresh, but it would not do anything....so i reinstalled original drivers....same thing....i can set it at 100 (where i always have it) but it is NOT 100....looks like 60....my eyes are freakin out.....HELP!
