Can't change my 7850 clocks?

So I just recently rebooted my PC as I was tweaking some control panel settings in an attempt to mine PTS with my CPU.

Anyway, the issue here is I cannot change the clock speeds on my Powercolor 7850. I can't change them through cgminer or CCC. However, I can change the settings on my 7950 which is not my primary display card, and I change them through cgminer. Tried restarting my PC multiple times and I believe I got the clock speeds to change, but it seems like they went down to "stock" automatically shortly thereafter.

This is all very confusing to me because I was able to change clocks on the 7850 just fine before through cgminer and attain a 1200/1250 24/7 stable OC.

Update:

OK, this is definitely the weirdest issue I have had to date...

It seems like when I restart, I can control the clock just fine. In addition to that, the card defaults to 1050/1250 on startup! However... as soon as I resume my google chrome session, the 7850 automatically downclocks itself to 910/1200 (original stock speeds I believe) and I am no longer able to control the clock speeds!

Uninstalled 14.1, restarted PC, Installed 13.12, restarted PC. All back to normal now.

14.1 is more buggy than I originally thought... It worked fine for 2 weeks though!

I've noticed, that when a display driver needs to reset itself, it often resets to BIOS / stock clocks, and then won't let you re-change the clocks at all until a reboot. Like a failsafe, really.

That's what I was thinking too, because it happened every now and then when I was testing the OC potential of the cards. However, when the drivers crash and reset, I would know it... Because the screen would reset and I would get a pop up notification.

This time it was different because I would get no signals or even the smallest hint that something is wrong with my display driver. No screen resets, no pop up notifications, just reduced clocks.
