Can't change brightness using the Fn and arrow keys

Not sure what it's officially called but I am unable to control the brightness or contrast on my Latitude using the blue Fn key. On my other Dell I can press and hold the blue Fn key next to the Ctrl key and change the brightness and contrast by pressing the 4 arrow keys - with the Fn pressed they should change the contrast and or brightness but on my Latitude they don't.

Is this a Dell app or something else that's missing? I searched Dell's support page and came up with zip.

It's running XP Pro and the nVidia 440-go drivers from Dell.
