can't boot at 133 fsb???

I just purchaced a gigabyte GA-7vrxp MB from someone off the boards and it refuces to boot at 133 with a 2100xp tbred. I'm running 512mb pc2100 ram which I have run at 2700 so that shouldn't be the issue, but i've also tried a pc2700 stick I had in my other rig and no luck. I also tried my old 1800xp paly with no luck on getting it to boot at 133. I've tried changing it in the Bios (this results in it trying to boot them stoping and rebooting at 100 and I tried the switch on the motherboard which the manuel says to use on 133mhz cpus and it does not post. Is this board a dud or am I missing something??
 
What are the memory settings in chipset features section. Has sdram frequency, cas latency, etc.... set cpu multiplier dip switch to auto. 1,2,3,4,off 5 on
