Can't apply KB952730 hotfix (for IE)

I have to use IE7 at my work and it annoys me to no end that it replaces the spaces in a file name with underscores when I download a file. So, finally, I had endured enough and set out to find a fix.

Actually, Microsoft published a hotfix for this very issue. But, when I try to apply it, it tells me cheerfully that
Setup has detected that the Service Pack version of this system is newer than the update you are applying.

There is no need to install this update.

Accoring to the KB article, this hotfix targets the DLL "Wininet.dll" (I found it in the WINDOWS\System32 folder), and although I have XP with Service Pack 3 on my system, my version of "Wininet.dll" has a smaller version number than the version of the DLL Microsoft includes in the hotfix (I extracted the files to see what it put on my system).

So, I have the DLL version I want, and I know where to overwrite the file, so what is the natural course of action? Do it manually, of course! But, Windows System File Protection (SFP) is good. Too good. I can't delete the file, even using an Unlocker utility. I can rename the file and then copy the new DLL, but after a while, I'll check again and the old DLL will have returned. I've copied it into the WINDOWS\System32\dllcache folder and then taken those other steps, but still, the old version returns. I can't even overwrite the file in Safe Mode! So, Windows really loves its DLL, and I don't know how to update it.

Still, my main goal is to stop IE7 from replacing spaces with underscores, not necessarily to install the hotfix or overwrite the DLL, but Windows really doesn't want me to succeed!
