Can't alter user profiles/logins in WinXP...

Recently on a standard image of WinXP we have been getting errors when you go in to manage the local user profiles.

The Following error occurred while attempting to read the properties for the user blah blah:
The Server service is not started

I went to services but I can't find the server service even listed. From a quick google search, i heard of it being an issue with a hot fix. Anyone know anything about this and how to patch/fix it?
 
After some quick research and some prodding from the Ars forum, it turns out that the Server service is linked to File and Printer sharing. We had disabled File and Printer sharing to prevent users from opening themselves up and it killed the ability to alter local user profiles.
