Can't Activate WinXP

I am setting up WinXp for my sister's computer for her to take to school. I can connect to the Internet (I am posting this from her computer) but I cannot activate XP. It says that it cannot establish a connection with the activation server. Is it just that Microsoft's servers are busy or did they change something. I have all of the updates from Windows Update but that has not helped any. Any suggestions?
 
just call using the number provided when you click "register by phone". i have had under 10 mins total times in the 4 times i have used it. i have no idea why the servers would be down. if you can go online then it must be their servers.
 
I know that I can call in but it bugs me since I cannot activate over the Internet. Oh well, I guess that I will call in to activate.
