Can't Access Secure Sites

I don't know if this is a problem for others here, I can't access secure sites. Well, only certain ones like Ebay, my bank, and a few others. I don't have spyware/malware/etc, and I've tried everything I can possibly think of. What happens is I go to click sign in and the page just hangs on awaiting a reply, then times out. This has happened to several others I know locally, but I was just wondering if anyone knew if this was an issue that could stem from my ISP?
 
Details?? Is this at work or home, what browser are you using? What's the error on the browser page when you cannot connect to a secure site?
 
It's a home network, wired with Cat5. Every one of the three computers are on XP, fully up to date. Several other's I've talked to in the area get the same issue. On Ebay for instance the page hangs awaiting reply from the server, then times out. No actual errors which is what is perplexing me.

That would seem to indicate a problem with your Internet provider. I'd suggest giving them a call.

 
I would tend to agree especially since you indicate other neighbors are having simialr problems. Call your ISP.
