Cannot view SSL sites?

Helping out 2 people with there PC's. Both running XP. Both will not allow to view any secure website. I have heard Spyware can cause this. I have ran SPyBot,AdAware,SpySweeper,Norton2k4,HouseCall,Stinger. Winsock Fix,cleared temp files, downloaded all XP updates but SP2. Haven't reinstalled IE.

Please any ideas, I am truly stuck.
