Cannot Stand By or Shut Down

I have a self built PC with AMD dual core 2000+ with 2 GB RAM and Win XP Pro 64 bit.

It has been working fine for last 6 months but all of the sudden I cannot shut down or put it to stand by mode. During shut down sequence, it never gets shut down and gets hung up in the "shut down screen". When I do stand by, monitor goes black but PC still running and it never comes out of stand by leaving me to do a hard reboot.

I got tiered so so reinstalled the OS and all latest drivers but I still have the issue. So it makes me think that issue is with some hardware possibly with PS unit.

FYI the PS unit is a cheap $10 ebay items but I am not sure what else could be causing this issue.

can try resetting your BIOS to default settings

my PC has issues waking up from standby but no problem shutting down
