cannot scroll in IE 6?

For some reason I am unable to scroll in internet explorer by dragging the bar on the right hand side of the screen up and down.... It lets me go for an inch or so, then brings up the little circle with a line through it (like a no smoking sign...), and when I let go the bar goes back to where it was.....

I am on a dell 8500, with a touchpad, but same problem occurs with an ms intellimouse wireles explorer.

any ideas?

Does this happen with other programs, internet and otherwise? (Text editors, Netscape, etc.)

If it's only an IE problem, you might want to download the newest version of IE and try it with a fresh install.
