Cannot run Scandisk

I have never had this problem before. I am running Win98 first edition.
Defrag runs fine. When I run ScanDisk (thorough), I keep getting "Windows has restarted 10 times because of other programs running in the background. Do you want to continue?"
I am unsure as how to scan my HDD now. Before I even start I close out any programs except systray & explorer. I have even gone into msconfig to turn off things, as well as rebooted into safe mode-all with the same results.
I would appreciate any help so that I can run scandisk.

look like your hd have a bad sector, just leave it through for an hour, and see what happen

Make sure Powermangement is turned off.

Turn off the system agent(can't remember if ctrl-alt-del will get this or not).

RUN scandisk from a dos prompt....Boot computer...right before/during the Win98 splash screen press F8 and choose the last option (Safe Mode Command Prompt Only).

then type Scandisk

I would recommend:

SCANDISK /ALL /AUTOFIX /nosave /surface

I ran Scandisk from the MS DOS prompt, and it ran fine. Someone posted on another site that he had had the same problem after having an external modem for cable installed onto his system.
This same thing is what happened to me.
