cannot install programs with xp

Strangest problem I am having...for some reason a great number of programs hang on installation and I have to shut them down. They simply will not install to my hard drive. I have 2 hard drives and no matter where I install to or run a downloaded program from, I get the same exact hanging installation problem. Any idea how to fix this short of backing up and formatting?
 
Not sure...I have administrative tools available to me in the control panel though.

Take that back...I just checked and I am definately an administrator.
