Cannot find systemroot\windows\system32\hal.dll

Okay, I've done a search for this problem on google and came up with many solutions.

I've tried to do a repair install but that option does not exist.

When I select "Repair Console" I don't get to choose a windows installation. I just get the prompt. I read that this happens when a windows installation cannot be found but I'm 100% there's a windows installation in there.

I cannot access the windows folder, nor can I copy files to it. (access denied).

I've tried the logon command, doesn't work.

Tried bootcfg /rebuild command and I get:
error: failed to successfully scan disk for windows installations. this error may be caused by a corrupt file system.

I've tried fixboot and that didn't work.

I've ran out of ideas. Can anyone help me on this?

I'd start by running diagnostic software from the maker of your hard drive. Make sure the hardware is working first.

Repair "console" is supposed to give you a console (command line) interface isn't it? Try using the bootdisc again and choose one of the other options. I think if you choose to install Windows, it gives you the option of selecting an installation to repair.
