cannot find server or dns error

Hi I'm having problems logging into my email, forums, online bank account, etc. It keep saying this message below (Security Alert):
Cannot find server or DNS Error
Internet Explorer

I even use a different browser (Mozilla) but i keep getting the same message. I get this message on mozilla:

The connection was refused when attempting to contact webmail.csulb.edu

I can go online and surf the internet with this desktop.

However, when I use a different computer (my notebook) from the same network, I can pretty much log in, but not on my desktop computer. I believe it has to do something with ssl.

Can someone please tell whats my problem and how can i fix this. I don't want to format my pc and start all over since i don't got the time to do it.
