Cannot Download Exe Files from Internet

I'm running IE 5.5 and am having a problem when trying to download files. When I right click and check properties of the file I'm trying to download, it says its a Hypertext Transfer Protocol application .exe file. It also will not let me save the file. Nothing happens in either cases. I have removed IE 6 from my PC and restored previous browser (IE5.5) but this did not fix problem. I didn't really think it would because it also does the same thing in Netscape Navigator. So I'm assuming the problem may be a file association, but .exe file types cannot be modified. I edited the URL:Hypertext Transfer Protocol and associated it with Internet Explorer, but it is still not working. Any ideas on what the problem could be?

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
(QuickTime by the looks of it and if so, I believe they have a fix)
The key does not normally exist.

 
Thanks for the suggestion Morkinva. I followed your steps all the way to extension, but the extention under plugin is .pps (MSPowerpoint) instead of exe. So is this where my problem is? Do you know how I would fix it? I'm completely illiterate about Registry Updates.
