Did you set your FTP client to non-passive mode before trying to connect?

Most clients that I know of have this as a setting, it's not automatic.

Good Luck

Yes, that was the first thing that i tried. its odd becuse ive connected to ftps through netscape and ie, they may have been passive ones though, im not sure. All i do no is that when im trying to connect to a non-passive site with pasv off, it wont let me on. nor will it let me on by turning pasv on.

For non-passive ftp servers, your client software must support the PORT data transfer type. Another thing is to make sure if the FTP server is running Binary or ASCII transfer types Other than that, sitting behind a router/ICS shouldn't have any effects. Try using another FTP client such as CuteFTP Pro 2 or WSFTP Pro.
