Our whole office electricity was resetted over the weekend for some renovation work.

So our Netgear FVS318 was also resetted, then today we couldn't access any secure websites (https), and our email stopped working too. I'm not any good with the router settings, but I think I might need to reconfigure something for this to work? Any help will be appreciated.

We have a static IP with verizon DSL.

One thing that can throw secured sites for a loop is if the time is not correct, or pretty close to correct. Might take a look at the time on your computers and router as applicable.

Try with another browser, just to see if it is just an IE problem.

Opera or Firefox or Netscape etc

tried with Firefox, and AOL broswer, no go.

I tried hooking the wire directly to the DSL modem and it worked, I think it's a Netgear problem, is there something I should config on the router?

When you first setup the router, did you have to make any changes in the firewall, or were you working off of defaults?

have to set to Static IP and DNS server from Verizon, other than that, everything is untouched.

Netgear support told me to change the MTU to 1492, which still doesnt help. And I need to pay like $1.95/min for futher configuration support...and I said no. Anyone here know how to config FVS318? to get secure sites working?

Try and do a hard reset again. When it was reset from the power, it might have enabled some stuff you don't want - like outbound firewall rules.
