cannot access control panels

Recently I cannot access my control panels or check the properties on My Computer. I run WindowsMe and it looks like my permissions got changed even though there is only one user account with full permissions. I checked for virus, ran regscan and restored a registry that pre-dated the problems. But I still get a denial due to permissions. Anyone have any idea how I can restore my former privileges?

Windows ME has user permissions?

See if you can get into Policy Editor (poledit.exe) and see if someone has changed the settings in there.
 
I cannot find poledit. I cant figure out how this happened. I did update my via drivers and elsa card and as well as a crash in Netscape while using the java plug in. But why would this cause changes in my system policies. When I click on a control panel the denial refers to permissions or that windows cannot access this file.
