Cannot access certain site on single PC

Cannot access forums.anandtech from a certain machine, all other machines can access it fine.

All the machine resolve forums.anandtech.com to the same address, but running tracert on the naughty machine ends up failing after the first hop, all the rest work. The cache has been cleared, HOST and LMHOSTS files both look fine, no weird entries. Looking at the routing table between all the machine, there are no differences.
 
is it possible that you have a program running that blocks the site? mistakenly added it to block list? maybe windows defender, or some other program. thats all i can really think of at the moment

do anything different? maybe changed a programs settings? change start up settings of something? im curious what happened
