Cannot access Belkin router

For some reason, I cannot access this Belkin Wireless G Router. The power, Internet, and network port lights continually flashes. Tried the IP address of 192.168.2.1 and no luck. Tried the reset button, but it looks like nothing. Does all cables have to be connected before this router allows me access?
