Credit card company can't. Collection agency can sue and obtain a judgement, and depending on your state, they could seize the vehicle.

You can get a card with 0% introductory purchase rate as well and transfer the balance using a trick I recently read about (I don't want to say publicly).

Let it go through collection and don't respond to their calls/notices for another 2 years and they will ask for penny on a dollar. Or go through bankruptcy, #winWin. I love capitalism!
