Canadian Prime Minister Jean Chrétien was found yesterday not to have broken any rules when he asked a Crown corporation to reconsider a loan request by someone in his riding. The person in charge of the investigation (who happened to have been appointed by the PM long ago) ruled that interceding in favour of constituants in one's own circumscription is within the mandate of an elected member of parliament. While new rules may need to be written to avoid ambiguity in the future, none were broken this time.
