weird that you describe paying for urgent child & maternal health care needs as a "waste of money"...
Does canada have a perfect child and maternal health care system? Does the US have the resources to implement the exact same plan that canada would be funding?
The answers are no and yes. Sending money and aid to the largest economic power in the world to try and improve their standard of living is a waste of money, no matter what label is put on it.
If they had earmarked the money for "curing smallpox in the US" or "building a new interstate money for the US" You probably would have said the same thing "Is the interstate system a waste of money!!!!1!". My response is the same. Urgent child health care and maternal facilities are not a waste of money, that is why we already have them in the US. What is a waste of money is trying to build up something that is already pretty good for a nation that can afford to do it themselves.
The US already has some excellent health care for maternal and urgent child care. There along side private insurance, there are a LOT of charities and charitable organizations in the us the specialize in helping with urgent child care. This is one area that we have pretty dang well covered.
Now, if canada wanted to do something that I would say isn't a waste of money, then they could take all the aid that this commentator wanted to send to the US and instead send it to a country that REALLY needs this health coverage. Last I checked, there are still a whole heck of a lot of third world countries out of there that have some pretty crappy maternal and urgent child care facilities.
