can you use a power supply from a Dell computer in another case?

You should be able to reuse the power supply. I know I just bought a Dell PC a few months ago, and I bought an Enermax 350w power supply to replace the Dell 250w, and I had no problems at all changing it out.
 
Not sure exactly when the changes took place, but 1998 vintage Dells utilized proprietary power supplies as well as custom Intel mobos that accepted proprietary front panel connectors.

They supposedly switched at some point to standard ATX PSUs, however I believe they still may use proprietary front panel connectors making upgrades difficult in that respect.
 
Almost none of the workstation/server lines.

For the desktop lines, most of the newer models use standard PSU's.
