can you reprogram USB keypads?

my brother has a USB keypad for his laptop (the side that most keyboards have, with just numbers). Is there anyway to reprogram one, for use with keyboard shortcuts and hotkeys? For example, when you press "5", have it do CTRL+ALT+G.
