Can you play a Region 3 DVD on a PC DVD player?

Like the title says... i just received what i believe is a Region 3 movie (i can't read Chinese, but when i put it in my Sony player, it said something to that effect)... but then i had the idea of playing it from my PC and TV-outing it to my TV. But it doesn't seem to read it... everytime i try to access the DVD, my windows explorer just hangs.

Anyway, you can change your DVD drive's region to play it back, but you're only allowed to do that a limited number of times. It's far easier -- for me anyway -- to just load up DVD Decrypter, decrypt the main movie to my hard drive, (use IFO mode) then open the IFO with Media Player Classic.

There's also hacks to make your drive "region free". Not all drives have them, unfortunately.
 
Use the "DVD Region + CSS Free" software as biostud suggested.

It will cost you $39.95. However I personally prefer this method over flashing the firmware of your DVD drive. One obvious reason is that flashing your DVD drive firmware with those "region free" firmware will automatically voided your warranty. The other is that you will have to search for the firmware, and finally there is always a potential for screwups during the firmware flash.

I have used older version of this sofware with excellent result so far.
