Can you OC a dell or HP?

Just wondering because with my heat sink in "leaf blower" mode i'm staying below 40C.

Usually you can't because most manufacturers lock the BIOS so you can't raise the FSB. Dell is notorious for that.

I know there is no way to do it in the bios, unless you can make a diff bios work. I was just wondering if there was any other way.....hardware??
