Of course he is! There's no other conceivable scenario in which he would punish anyone. All mistakes are his, even if they're yours. That means they aren't even mistakes, because he doesn't make mistakes. That also means you don't make mistakes, because any mistake you make is a mistake he made. Omnipotent, Omniscient beings get what they want every time all the time. Nothing happens that they don't want to happen.
