Can you lock web site frames?

hi
i am making a site and i want to lock my frames so that different resolutions are the same, if that makes sense.

so when i look at it in 800x600 i want it to look the same in higher resolutions. Because i viewed my site on a bigger resolution and it was no together, but in 800x600 it looks fine.:|
