Can you host www port 80 on Charter?

I'm moving to a new apartment and need to get broadband. My choices are several dsl providers and Charter pipeline. Question is, I need to host a small web site and ftp site and run a voip phone. Will charter allow this?

Last I checked, the fastest upload charter offered (even on their platinum package) was 128kbps. While the port should be open, there just isn't much bandwidth available.

Charter does offer a business package I believe.
But for the price, I would go with speakeasy.
I get two static IP's, and a 1.5/768 package. There network is completely unrestricted. And they have excellent customer service and support. I have been with them 2 years now and will never go back.
