Can you "haggle" insurance permium rates?

Rates are filed, however there is a lot of wiggle room for what debits and credits are applied. There shouldn't be, but there is.
I'm not talking auto though. I don't know auto. (talking professional lines, ie., employment practices, fiduciary liability, crime, kidnap and ransom, etc.).
