Reason: The US Department of Labor counts the USPS (and the actual Military, as opposed to civilians who work for whichever military agency) separately.

It's a government agency, however the bulk of it's funds comes from the service it provides, not from the general fund.

In this context it makes more sense to exclude it simply because if funding is an issue it isn't comparable on a per employee basis. Well, that's how I see it. s

I can't read the link but does it say 5 largest agencies by tax dollars spent on it or in terms of employees?
Like it or not, the post office is a governmental agency. And as of late, they are taking in Federal tax dollars because they can't surrive without them.

The United States Postal Service (USPS) is an independent agency of the United States government, organized as an "independent establishment of the executive branch", responsible for providing postal service in the United States. It is one of the few government agencies explicitly authorized by the United States Constitution.

It would be more interesting to see how much each agency spends. While the employee number is an indicator, throw in outsourcing and a bunch of contracts, and suddenly you could be looking at a totally different and larger number

Off memory, VA spends about $100B, DoD spends about $700B, 1:7 ratio (employees show 205K for VA and 611 for DoD, 1:3 ratio)

Good point.

And for those that think the USPS is not a government agency, explain how they are not allowed to act like a private company? Every time a post office mentions that they need to close for budgetary reasons, there is a huge uproar and the gov't forces them to keep the office open.

The numbers exclude Uniformed members of the Armed Forces, and the Post Office.

Very good point.

Personally I would also include the Post Office, as it is a government agency and is at least partly an enforced government monopoly. While that money is not being disbursed directly from the budget, it is money that government takes in and then spends.

Don't forget all the outsourcing and contracts for DOD and you're ratio there is out the window!
