I'd say it kinda depends. I view it this way. Take for example drag cars. Once you get up there in HP, exhaust design is only relative, of course you're gonna have an exhaust that gives you the most HP for your particular setup. But, the real point I'm trying to make is that weight and durability/[replacability/fabrication ease] incase of failure/crash would be more of an issue to me than maximum HP gain.
If i am a owner of a competent race team, I wouldnt' worry too much about exhaust because they are hard to mess up; i.e, in my opinion, they take up much less reasearch and development than say, an intake manifold, or exhaust manifold, ignition timing, fuel maps etc. Anything after the header outlet(s) is really there just for noise supression.
