Can Windows Transcribe Voice Recordings?

I have to participate in a lot of conference calls.
Assuming the legalities are addressed, is there a way to record these calls and then have windows transcribe the recording into a word document or another type of text note?

Never used it, but I'd be surprised if it did a good job with a variety of voice types and accents. Google's transcriptions can be very amusing, but not very useful for information purposes. Google's huge, and if they can't do it right, I'm skeptical of anyone else doing it.(referring to GoogleVoice)

You didn't say which Windows version you're using. In Win7, in Control Panel there's a

"Speech Recognition"

software tool you can try out to see if it suits you.
