Really, it depends upon your definition of "African American". If you define "African American" as an ethnicity or race, then no the person you described isn't African-American. If on the other hand you define "African American" as a nationality, the person could be African-American, but not if she's still in South Africa (or Botswana or Zimbabwe or Kenya . . . you name it).![]()
