Can Westmere-EP X58 power a high end GPU?

Ignore the speed reading, when not in use it decreases.

Well this is kinda crazy, all i did was bump QPI volts by 100mv, bumped Core voltaage from 1.32 to 1.38v and bang it's solid and stable at 4.35ghz from 4.1ghz.
