Can we recover data on a non-working Hard Disk

My overseas brother asked my help. He got an apparently dead Hard Disk or at least a drive that is not working. He needs to recover data from that drive. I admit I do not know much about data recovery except that there are some outfits that specialize in the field. Please help me understand what options we have, frecommendations and also what would be the budget we need to think of for this data recovery. Any help, suggestions, support and/or contribution to this problem and solution are much appreciated. Thank you.

I am also in this situation. I have a drive that the computer recognizes as unformatted, but I desperately need to get some of the data back. Hopefull someone will know what to do.

Akaristos, sorry- if the drive doesn't spin up, then, your bro is going to have to pay big money for recovery.

These guys do a great job on recoveries. Prices range from $500 to $3400, depending on what needs to be done.
