Can we evacuate los angeles in 3-4 days in emergency?

You can fit many pedal bikes and 4 wheelers / motorcycles on roads compared to cars. If everyone is going 5-10km/h steady at a safe pace it could potentially be possible to evacuate. Though for most people walking or biking out is feasable, especialy in a city like that where the weather is good. Where I live, it would not work. Walk a few miles and you freeze to death if not well dressed.

You seem really confused about how traffic works. If everyone was on foot, we'd still have traffic jams, and old people, women, and children would more or less get a death sentence.

If the urgency was communicated appropriately I'd say it'd be possible. You might not get every last person, but you could get damn close given the timeframe. Actually you could probably do a simple calculation based on the roads leaving LA (maybe just pick the freeways), determining an effective bandwidth for all those roads, then determining if the number of people in LA could be evacuated in the given time frame based on that bandwidth.

Population is about 4 million according to Wikipedia. If you had 3 full days, or 72 hours, you'd need to push maybe 60,000 people/hour. That seems a pretty reasonable number given the number of freeways in LA.

Nope. We already tried that when Hurricane Rita was heading for Houston. You have to send thousands upon thousands of gallons of gas up and down every evacuation route so that people can fill up and keep moving. Same thing with food, water, and other supplies. To open up the inbound lanes to outbound traffic, you have to send police to clear the traffic already heading inbound, and to block entrances all along the evac route to shut them down. You have to use buses and the like to round up those without vehicles to get them out. We couldn't even get all of that to work here, so LA would be much much worse. It was very strange the day the storm was to hit (but ended up essentially missing us) and the day after, driving around a basically deserted looking city. Getting up onto the freeway and driving for 10 or 15 miles without more than 1 or 2 cars being sighted along the way.
