Can this $15 price for Windows 10 Pro be legitimate?

I ran across this site for another product featured on a big 'deals' website and saw this pricing. Can it be legit?

I don't need Windows now but am curious just to know if it's legit somehow or fraudulent or what.

If it's not legit, is there any action that can be taken about it?

Probably not legit. Microsoft charges OEMs more than that. You can get it that cheap, legitimately, if your company or school is an education partner, though.

Probably somebody reselling education keys.

I'm pretty certain that only the copyright holder can do anything about it, and only if the seller is violating copyright law or a licensing agreement.
