can the latest AMD (San Diegos) take 4 Dimms at 1T?

I have a Winchester 3200+ and 2 sticks of OCZ PC3200 Platinum Rev2 (2x512MB)...it may be about the same price to go to a San Diego 4000+ or opti with another 2x512MB if that chip can work at 1T with 2GB (4x512MB).

My winchester cannot access 4 dimms without adding a wait state.

Nope, none of them can do 1T with 4 sticks, they will run 4 sticks at DDR400 instead of downclocking to 333mhz however. Running at 2T is usualy only a 3% performance differance anyway.
