According to NVIDIA, V-Sync can no longer be forced on in the control panel. They're saying it's a Microsoft problem.
Just to make sure this isn't just another broken feature in NVIDIA's drivers. Can someone with an ATI GPU running Vista test forcing V-Sync using CCC? Make sure it's a DirectX game.
Make sure the game doesn't have an in-game v-sync setting (like BF2) or that it's turned off. Now using CCC turn V-Sync to always on and check to see if there is any screen tearing. If NVIDIA is correct, you should get lots of screen tearing.
