Looks like badly mis-spelled Malay or Indonesian. It sounds like (and certainly makes sense) as one of those, or related languages.

Filipino is Tagalog. I agree with Andy too, sounds like a SE Asian language.

I'm a Malaysian and yeah that is Malay. I think a more accurate translation would be "But I am not good at English" since pandai is "smart".

Saya tak faham bahasa inggeres would be I don't understand English.

On another note the spelling seems rather awful, but then again it's been over 7 years since I last spoke Malay.
