Can someone refuse to accept cash payment on the premise that the money is "dirty"?

Yes, I helped a friend buy a car earlier this year. She shows up with $15K in cash, her credit cards, and a loan check. Anticipating that she would show up with a pile of cash, I brought my check book so I could take the cash and we'd hand the dealership my check.

When it came time to pay, the dealership allowed her to pay a certain amount on her credit card (she gets cash back or something), they said that the cash was no problem, and they took the loan check for the balance. Since thy had no problem with taking the cash, she just used it and we didn't use my check.


A couple of months later, she gets a letter from the dealership saying she needs to fill out something from the government...
