OK thanks. I think the only issue with the fan now is that it is a bit elevated because it can't go low because RAM is in the way. But no big.

The real problem is the PC continuing not to function and I'm looking for a local repair service at this point.

The fan being a little higher because of tall RAM isn't a big issue. I have tall RAM as well, and had to move it up a bit too.

Well, hopefully the local repair guys can finally get your PC demons figured out, and you can actually use it and not keep troubleshooting.
