Ok, My brother inlaw is running win 98 and I am running win ME, he is able to play DVD's form his CD-Rom, ( It came like that) I try to play DVD's on my CD-Rom and it says I need to install Dcoder software or hardware, cna someone please tell me where I can go and download this software and what the name of it is.

No, all I have is a CD-Rom same as my brother in law, He doesnt have a DVD Rom either. But can play back DVD's I know this to be true because i watched Twister on his computer at my warehouse today.

It has to be a DVD-cdrom. Probably has DVD on the front. A regular cdrom will not play DVD movies, the technology (laser, and storage) is different. A DVD cdrom can work as a regular cdrom but a regular cdrom cannot work as a DVD player.
 
He's watching a Divx CD rom, all you need are the divx codecs and they will play on your CD rom also!
 
where do I get the divx codecs, and what is it ?? All regular DVD's play on his, and its just a regular Cd-Rom he has.

About midway down. I think I'd investigate the ME angle first before installing.
 
Eh, if he can play all regular DVD's, then he HAS to have a DVD drive. A DVD drive loos exactly the same as a CDROM. It will probably say DVD on the front. Otherwise, if you can put a DVD disk in the drive, and the drive reads it, then it is a DVD drive. Just make sure that you are using a DVD disk and not some divx CD.
