I'm estimating it would take around $650 but it would be nice if it could be done for about $400.

Out of curiosity, have you looked at any of the Haswell builds on the first page of this forum? Most are beyond your budget, but not all of them.

But beyond that, you could build any number of different Haswell systems of varying prices. Are you asking what the cheapest possible functional Haswell build is?

The absolute cheapest current online bundle would be a an i5-4430 plus MSI Z87-G41 for $280: http://www.newegg.com/Product/ComboD...=Combo.1325539

Assuming you're working with a $650 budget, that leaves you $370 for everything else:
(1) Case - $40
(2) Power Supply - $40
(3) 8GB DDR3-1333 RAM - $50
(4) 1TB Hard Drive - $65
(5) Win8 - $90
(6) Optical Drive - $18

So, that comes out to $303, meaning you could build a complete Haswell quad-core system for under $600. Of course, that doesn't have anything but built-in video, so this is strictly a no-gaming system.

Perhaps you should provide us some ideas of what you want to do with the system.
