It appears to be aboy cat, and doing what you think it's doing. My friend has Chinchillas, and they do that. But in all likelyhood, he's probably clenaing that part of him, They do have to do that or it gets nasty I imagine. I only have female cats, so I could be wrong. All in all, it's disturbing.
