Can someone educate me on Texas Utility Laws?

So my apartment complex uses these guys here:

It's essentially a way of submetering so you are only billed for the amount of water you are used for. Makes sense, rather than paying by the head like most apartments do, right?

Your Wellspring Wireless Utility Services bill is an accurate account of your water consumption. The charges on your bill are calculated from the exact prices set by your local water utility. Wellspring Wireless collects payments on behalf of your property owner, who is responsible for paying the local utility for the water used by the entire property/complex.

Now, according to the City of Austin website:

Now the deal is I just got a bill that charges me EIGHT CENTS a gallon for water. Or approximately $120 for a month. What do I do? Talk to my landlord? There's no exemption to allow them to do this, right?
 
Good god. $120 a month for water!! You may want to check with the folks in the front office of your complex. Could be an error. When I was in my apartment here in San Antonio I was once billed for my entire unit (like 8 apartments) rather than just my apartment alone. A quick visit to the office got it fixed. Good luck!

The thing is, the USAGE is about right. It's about 60 gallons a day, which isn't too bad. I usually shower twice (quick), do the dishes, occasionally cook and stuff. The RATES are what are way off.
