Can someone charge to access a public street?!

Ok, theres abar district in Kansas City, Westport. Apparently, at night the cops blockade off the street (Which they really should do, its craziness down there) but then charge$1 to access the area. As I understand it, you cant charge to access a public street. Is this legal to do? Regardless if their cops or not, I thoguht you had to have special "Event" type permits to blockade public streets and charge access??

And for anyone who would flame, I dont go to Westport. No reason to. I'm just curious if they can do this legally??

I live in KC, and I would be happy to pay the $1 to freely move about those closed off streets..

Plus the $$$ goes to make a place for teenagers to go, instead of robbing your car

But the parking isnt blocked off is it? I havent been there in years, so I dont know what all is blocked. I thought it was just the 2 block or so area around the bars, not the surrounding parking as well.....

It shouldn't be legal, but it depends on how that money is being used and if they are only charging people going to the bar, or if they are charging everyone on a major road.

If that money is going to the bar owner, then no it shouldn't be legal. If the money is going to pay the police officers who are directing traffic and such, then it could be a good thing.
